Position Purpose

Under the direction of the Assistant General Manager, the Pretreatment Manager is a working manager who directs and coordinates activities of Coordinators and Specialists engaged in the activities of permit writing, inspections, and sampling. The Pretreatment Manager oversees activities of the Pretreatment Department to ensure industry compliance with CVWRF’s Pretreatment Program and State/EPA regulations, facilitates department meetings, assignments, and coordination with other member entities, industries, and regulators. This individual is responsible for the productivity of the group, the promotion of group well-being, inter-department cooperation, and must have good people and communication skills. The Pretreatment Manager also maintains accurate Industrial User information by permitting, inspecting, evaluating, and monitoring. And coordinates the activities of Coordinators and Specialists. The pretreatment department may be required to perform all the duties pertaining to industrial pretreatment.

Education, Certifications, and Experience to Qualify for this position

  • Minimum of a two-year Associates degree (Bachelor’s degree preferred) in environmental science, wastewater technology, or related field of study with coursework in environmental science, math, chemistry, biology, microbiology, or related technical areas of study.
  • Five years of experience in wastewater collections, pretreatment, or treatment operations. At least five years must be in the pretreatment area.
  • State of Utah wastewater treatment operator level IV certification or wastewater collections system operator level IV certification or ability to obtain state reciprocity within one year.
  • Must have achieved the level of Pretreatment Coordinator status.
  • Must possess a Utah driver's license with a clean DMV record.
  • Additional experience and performance attributes deemed desirable will be considered.

Essential Duties and Responsibilities

  • In coordination with Safety Manager, interprets and enforces safety regulations to ensure that proper safety procedures are followed.
  • Ensures that CVWRF policies are followed.
  • Must adhere to a strict confidentiality policy and sign a confidentiality agreement regarding all nonpublic information related to CVWRF business, records, contracts, and third-party information.
  • Provides mentoring, training, professional development of staff under his/her supervision. Promotes implements and demonstrates Arbinger principles.
  • Manages pretreatment costs and supports the development of the yearly department budget.
  • Supports and coordinates sampling and metering efforts required to develop monthly billings in cooperation with CVWRF’s Laboratory, Engineering, and Accounting Departments.
  • Interprets all aspects of analytical results and self-monitoring results to determine Industrial User compliance with pretreatment regulations.
  • After review of CVWRF’s Pretreatment Program and Federal pretreatment regulations, and in consultation with the Assistant and General Managers, initiate and review appropriate Industrial Wastewater Discharge Permits for industrial users.
  • Manages, coordinates, and schedules Industrial Users’ inspections with the Coordinators as needed for their assigned areas.
  • Coordinates pretreatment activities with the appropriate Member Entity.
  • Initiates and recommends enforcement action against Industrial Users or others that violate pretreatment regulations.
  • Advises and makes recommendations to the Assistant and General Managers on pretreatment activities in the assigned area.
  • Other duties as assigned.
